Chinese Dragon Hand Painted Original Ink Drawing Signed Framed Art 8 X 10

Hand painted original ink drawing of two dragons has writing at top left and is signed lower right. I have no idea what the writing says :-( but have always loved the dragons. Perhaps you can translate - if so, please, please, let me know what it says. Drawing is on white paper that measures 8 inches X 5 1/4 inches and is displayed in an 8 X 10 glass covered clip frame with black cardboard and foam board backing. I have never removed the item from the frame.  Item as shown weighs 15.2 ounces. It is in very good condition, as it has remained covered, but there is some slight rippling of the white paper under the glass.
